Sir/Madam,
The competent authority of the CBSE Board has decided to discontinue the practice of counter-signing Transfer
Certificates (TCs) for students transferring from one CBSE-affiliated school to another, with immediate
effect. The following guidelines must be followed by the Head of the Institution when admitting a student from
another school:
1. All CBSE-affiliated schools shall upload scanned copies of the Transfer Certificates issued by them on
their official website.
2. Transfer Certificates must be issued in the prescribed format provided in Annexure 1 of the CBSE
Examination Byelaws (copy enclosed).
3. The Transfer Certificate must clearly mention *“Affiliated to the Central Board of Secondary Education”*
below the school’s name and address, along with the Affiliation Code Number.
4. For transfers between CBSE-affiliated schools, the affiliation status must be verified from:
- The CBSE website: *cbse.nic.in > e-affiliation > list of affiliated schools
- The issuing school’s official website
- The school's name and affiliation number recorded on the Transfer Certificate
5. The Head of the School must ensure that the transferring school appears on CBSE’s list of affiliated
schools and is *not* listed as a disaffiliated institution.
6. Transfer Certificates shall be countersigned by the *Manager/Secretary/Member of the School Managing
Committee* and the *Head of the School* while forwarding them to CBSE for direct admissions requiring Board
approval.
7. While countersigning, the following statement must be included:
- "Verified from (cbse.nic.in/source of verification) on (date of verification) that the issuing school’s name
appears in the list of affiliated schools and does not appear in the list of disaffiliated schools.
Countersigned."
8. If the transfer is from a school affiliated with another recognized Board, the authenticity of the Transfer
Certificate must be verified and countersigned by the appropriate authority as per the existing practice.
9. In case of doubt regarding the validity of a Transfer Certificate, the matter should be referred to CBSE
for clarification.
10. School managements must make all possible efforts to admit students with valid Transfer Certificates from
schools affiliated with recognized Boards.
